Prior notification of construction site
The client must submit a prior notification to the Swedish Work Environment Authority before building and civil engineering work begins, except in the case of small construction projects.
The client must submit a prior notification to the Swedish Work Environment Agency if any of the following applies :
- The construction work is expected to last longer than 30 working days on the construction site and more than 20 people will be working simultaneously there at any one time.
- The total number of person-days worked on the construction site is estimated to be more than 500.
The purpose of prior notification is for us to be aware of all ongoing construction projects of larger extent.
The client must submit the notification in advance, that is, before the first building or civil engineering work starts. The prior notification only needs to contain the information that the client knows at that moment.
The client must ensure that a copy of the prior notification is displayed at the construction site and kept up to date as needed. A new prior notification is not required if the work has already been notified once. However, if the timing of the construction phase changes, the client should inform us of this update.

What the prior notification must include
The prior notification to the Swedish Work Environment Authority must contain the following information according to chapter 2 section 25 in the provisions on design and building work environment coordination – basic obligations (AFS 2023:3):
- Date of notification.
- The construction site's street address or coordinates.
- Information about the construction project:
- type of construction project (brief description),
- planned date of building start,
- planned date of finish,
- the largest number of people who are expected to be present at the construction site at the same time, and
- planned number of contractors at the construction site.
- Client:
- name, address, telephone number and organisation number, and
- name, telephone number and email address of the person who represents the client in the construction project.
- Building work environment coordinator for the planning and design phase (Bas-P):
- name, address, telephone number and organisation number,
- name, telephone number and email address of the case officer for Bas-P, and
- time period for which Bas-P is appointed.
- Building work environment coordinator for the construction phase (Bas-U):
- name, address, telephone number and organisation number,
- name, telephone number and email address of the case officer for Bas-U, and
- time period for which Bas-U is appointed.
- The client's delegee, in cases where the client's work environment responsibility has been transferred according to chapter 3 section 7c of the Work Environment Act (1977:1160):
- information if the assignment concerns the planning and design phase, the construction phase or both phases,
- name, address, telephone number and organisation number of the client's delegee, and
- name, telephone number and email address of a person in the construction project.
- Designers (for each designer):
- name, address, telephone number and organisation number, and
- contact details for a person in the construction project.
- Contractors (for each contractor that has already been appointed):
- name, address, telephone number and organisation number, and
- contact details for a person in the construction project.
- Information about the person submitting the prior notification:
- name, telephone number and email address.
We may perform an inspection
The Swedish Work Environment Authority will keep the prior notification while the construction project is ongoing. We can inspect the construction site if we consider this appropriate.
You will receive an automatic response
When we have received your prior notification, you will receive an automatic response to the email address you have provided.
Sanction fees in construction projects
- We claim sanction fees for building and civil engineering work that violates certain provisions in AFS 2023:3, including if the client has not submitted a prior notification even though this is required.Sanction fees

Processing of personal data
When you submit an application or report to the Swedish Work Environment Authority, we will process the personal data you have provided. The Swedish Work Environment Authority is the personal data controller for the processing.
The purpose of the processing is for the Swedish Work Environment Authority to be able to handle your case in an efficient manner, which means, among other things, that the data will be kept in a diary, processed for various handling measures and finally archived. Public documents that are not subject to confidentiality may also be disclosed in accordance with the principle of public disclosure. The legal basis for the processing is that the processing is necessary as part of our exercise of authority.
