Apply for a permit to use group B chemical substances

You must have a permit to handle certain carcinogenic, sensitising or reprotoxic substances, group B substances.

Permission is needed for substances in group B

As an employer, you need to apply for a permit to handle chemical substances in group B.

You do not need a permit to stock, sell or transport unbroken original packaging containing group B substances.

If you handle substances in group B without a permit, the Swedish Work Environment Authority may decide that you must pay a sanction penalty fee.

Apply for a permit

You apply for a permit at the Swedish Work Environment Authority. Keep in mind that:

  • we usually do an on-site inspection before the permit can be given.
  • our processing time for permits is approximately three months. Apply in good time.

How to apply

  • 1. Fill out the application form

    The application form is available in Swedish only. You will need to fill out information such as

    • name of the substance or product that you will handle
    • CAS number of the substance or product
    • your methods
    • the reason for handling the substance
    • the time period for which the permit should be valid
    • the quantity of the substance that you will have and use
    • the number of people involved
    • the reason why you cannot replace the substance or product with a less dangerous product.

    2. Include these documents

    Prepare and send the following documents:

    • your risk assessment with decision on measures
    • your written handling and safety instructions
    • a statement from your safety representative on the handling of the substance.
    3. Submit

    Send your application including attachments to the Swedish Work Environment Authority by e-mail or regular mail.

    Once we have received your application, you will receive an automatic reply to the e-mail address you sent it from. If you send us a letter, we will respond by letter.

  • If your application is not complete, we will ask you to supplement it.

  • We will usually schedule an inspection once your application is complete. If we find any deficiencies during the inspection, we will send you an inspection report. The report specifies what you need to correct. You normally have two weeks to respond.

  • Once all deficiencies have been addressed, we will decide whether to grant you a permit.

    1. If you are not satisfied with our decision, you may appeal
      Our decision notice tells you how to make an appeal. Describe why you think we should change our decision. Then send your appeal to us.
    2. We may change our decision
      After the appeal, we will reassess your application. We will notify you in case we decide to change our initial decision.
    3. If we don't change our decision, we will refer your appeal to a court of law
      If the Swedish Work Environment Authority stands by its first assessment not to grant a permit, we will refer your appeal to a court of law, in this case the Administrative Court. We will also send your application and all other documents in your case.
    4. The court makes a decision
      The court will consider your appeal and make a decision. The court will notify you of its decision.

List of group B substances

Substances that are included in group B may only be handled after you have been issued with a permit by the Swedish Work Environment Authority. This also applies to the substances’ salts and when the substance contains crystal water.
